I haven't been able to get opencats to work under any circumstances. You can file this on github so the developers look at it though I believe it's being works on.
Any chance you did a backup before upgrading?
OpenCATS 0.9.6 does support php7.2 however Composer is looking for a newer version of php than 7.2. I have made the devs aware of this issue.

You likely missed the renaming step in the instructions. If that's the case then it'll be whatever the file name was after the extraction (IE OpenCats-0....
