You are allowed to charge for installation and set up. What you are not allowed to do is charge for hosting it (Setting it up on your server, or any server, and charging a monthly fee, or annual fee or something of that sort).
I'm not sure if this is the only difference, but 9.1 requires a registration key, and I believe in 9.1a that was removed so the key is not required anymore.
I agree, there's no point in debating the license. We need to finish and release our version and be done with these issues. It's the most practical solution.
