0.94 Fresh Install Errors

Hi,
When downloading both the .tar.gz and the .zip the folder INSTALL_BLOCK was present in both - maybe for new users who don't read the documentation this can be daunting?
I had problems with it about 15 minutes
maybe this folder can be removed?
