Allow Non-Admin Users to Create Questionaires

Is there a way to create a tab/link that directly links to the questionnaires page? We want non-admin users (our HR people) to be able to create questionnaires. I successfully created the link but I get an access denied error.

I'm not aware if the ACL functionality extends to questionnaire creation, but if you check the options in config.PHP you'll be able to check.
