If I add someone as a candidate, lets say Joe Sample, and he works at Example Company, LLC, does opencats cross populate the new entry to the CONTACTS section and list the new record?

Correct. Candidates and contacts are separate. Further, if it's a common name (Joe Smith), personally I would label them as Joe Smith-Contact and Joe Smith-Candidate. Or something to differentiate between the two in the heat of the moment.
