I just encountered this myself. The issue was that the apache rights weren't correct.

What is your installation environment? Operating system?
I can tell you the steps to make sure you're doing correct.

The error message should whow you which modules are missing. Then you need to configure your php to make sure they're enabled.

What pages specifically are you trying to place the link (what is the user looking at when they click the link)?

You can run composer through some shared hosts. I've used it successfully on both bluehost and godaddy. It's removed from the documentation but it's still in the youtube video. Not all shared hosts allow ssh access, you'll want to check o that first. Link to the video:
