I am installing the CATS version, that is downloadable on this site, to a new SuSE server, and I haven't been able to get the soap to pass the installation test (despite a lot of work, and soap being shown as installed on the typical phpinfo.php test).

Is it possible that this install test is sufficiently old, that it is no longer able to verify the installation of php-soap?

(If not, I will be asking for help with my soap!)

Same issue here (phpinfo() does show soap).
