A few things here;
Firstly you're installing an old version.
Secondly you are using the composer version whereas you should use the full version.

I'm having problems installing OpenCATS using Composer from the command line. I validated my PHP and Composer versions and performed 'composer install' in the OpenCATS directory, but I'm having problems. I looked for missing PHP extensions, improper versions and permissions, cleaned the Composer cache, and increased the memory limit, but nothing worked.
