the indexing tools are linux utilities and interoperate with sphinx (http://sphinxsearch.com/) to do indexing. I'm afraid I don't know how this would work under windows.
However there was a forum post with a 'replacement' that just slotted in to replace sphinx. I've not tested it so can't comment.. but see here: viewtopic.php?f=4&t=907&start=30
Or of course install linux!
