Menu where? Do you mean add an extra tab from the home screen?

YES, how to add extra TAb in home screen,
and mailing process not working in windows 7 and using WAMP sever

Can not add a menu (additional tab at the top) in opencats. I would suggest you add it as a feature request on our GitHub page.
Email :
Check your email settings in the config.php file. Make sure they're correct.
You should be able to use the smtp settings provided by your email provider.
Please confirm those are correct and let me know after.
