Depends on the type of deployment you're looking to implement. If you're looking to deploy a large scale opencats installation(20+ concurrent users), you'll probably be looking into 2GB or ram, any dual core cpu will do if you're doing it on a linux server.

For production, I always recommend a linux infrastructure for opencats as windows OS is a resource hungry server, but windows is a good demo/testing platform for me.

You need to know how many users you're going to serve concurrently, How many resumes you're going to have and which search option are you going to implement. If you have a specific case, let me know and i can advice what hardware/OS to use.
