I know this is an old thread, but I have to point out, generally there is nothing in open source, or the concept of open source that prevents you from reselling the software. the whole point of open source is the freedom to do what you want with it. If you want to rebrand Ubuntu and resell it....you can.
openCATS however, does not fall under this because the original license DOES include language preventing reselling.
But as a general statement, you are allowed to sell open source software, there generally isn't much of a point to it.
